Pandemic refund

I booked a long weekend at a b&b in East Sussex pre Covid 19 and the lockdown for early February via booking.com using PayPal costing £196.00. As a result of the lockdown this did not take place. Contacted booking.com who said I had to speak to b&b who said they would refund. 4 emails later no refund received, booking.com won’t get involved and PayPal and credit card co say can’t use section 75 or chargeback as service was available and had not been cancelled. If I go through travel insurance I will lose £100 as £50 excess per person. Any thoughts as to how I can proceed? Thankyou

Confused, as there was no lockdown in Feb
