    Though I agree with you in principal, the student funding often doesn't cover full living costs. Students either work and/or receive parental support to make ends meet. If students' normal work is cancelled at present and/or parental income is reduced students may be facing a cut in finances.
    But by the same token the landlord may be facing a cut in finances, their normal work might be cancelled. why should students be given special dispensation & the landlord lose out just because the student chose to move home?

    It has never been entirely clear that it is "illegal" for people to move back to University towns. It isn't expressly permitted but "essential" travel is allowed. Flights are still operating to Belfast and I think the ferries are still on too. 
    If you wanted you could go back there, it just might be unwise and not very fun.

     Some students will have nowhere else to go. Might have a harder time explaining why going back now 5 weeks after but when the lock down started there was nothing stopping people going home. Nobody expected everybody to stay in the building they were in when boris blew the whistle for lock down. They chose not to so hardly the landlord fault.
