NHs vulnerable and travel

We booked a holiday last September to the US to travel at the end of July. I am concerned if FCO lift restrictions before my travel date what my rights will be. I am on the NHS shielded list so couldn’t travel anyway. Would my travel insurance cover me if I’m still being told to totally isolate by the Govt as I’m one of the 1.5milliin high risk group so clearly can’t travel in any circumstance in July?
