I have just seen a rat run across my garden and I need a wheelie bin to keep my rubbish in. Is there anyway I can get one from the council?

I should say so, its what you pay your council tax for. Plus, if you have seen a rat, you will need to contact your environmental health dept and they will come out and put bait down to kill them.0

That will depend on wether your council supply wheelie bins of course... do your neighbours have wheelie bins? Where I live in West London we do not have wheelie bins... but put our rubbish out on collection day in black bags...#6 of the SKI-ers Club :j

Most EH Departments will not bait outdoors. It's pointless.
You can buy wheeliebins from Makro and such, they're about £25.0 -
If you are not currently supplied with a wheelie bin by your Council, then I would say the answer is "no".
Wheelie bins are supplied by Councils who have the right type of bin-lorry to lift them up and empty them (these lorries have a different size/spec to those bin lorries where they chuck the stuff in the back).
Council who do use wheelie bin lorries will either supply each household with a bin free - or charge.
So, on the basis you have not already been supplied with one, I'd say "No, you won't be able to get one from the Council, free".0
