Bank - new account approvals

Maybe I'm just behind the times, but is it normal (or acceptable) for a bank to approve your application for a new savings account without any proof of ID? United Trust Bank recently approved my on-line application (I've never been a customer of theirs before) based on an electronic check, despite their website stating that they would require a passport/driving licence etc (the usual bits and bobs). It's usually a pain having to send in the required proof but now that I've been approved without having to do so I'm wondering how secure their processes are (never happy, me!).

    Yes, if you're on the electoral roll and have lived at the same address for a while. 
    I can't recall when I last had to send in id for a savings account.
    Normal and acceptable.
