Emirates cancelled my cancellation - can they ?

As this pandemic started to grow, I realised I would probably be unable to make a trip to Singapore. So I opted to cancel my flights two weeks before the flight was scheduled and take the loss of the cancellation fee.  I was told I would get a refund after 15 days. I then contacted Emirates after 28 days to find out why I hadn't been refunded and they said they had cancelled my cancellation and I would have to apply for a Covid-19 refund or accept vouchers.
Can they cancel my cancellation and then force me to "apply" for a full refund which may be unsuccessful.
I'm struggling to get any sense from anyone on the phone, so do I contact Travel Insurer or Credit Card company to pursue further?
