Council Tax Exemption upon Death: Jointly Owned Property?

Sadly my MIL has recently died. Her property was jointly owned as joint tenants with her two daughters. She alone occupied the property, and it will be unoccupied until sold. Are we entitled to apply for the full 6 month Class F Council Tax exemption or not, given that (by my understanding), the property does not form part of the estate, but automatically passed on death to the surviving joint owners? Does CT liability pass to them as owners at the same time?

    Still forms part of the estate. 

    They are already owners, they were liable for council tax always. (just on the chain of liability they were lower down than the occupant)

    The Class F cannot apply as there are other owners - the council tax liability now vests on the other owners to pay it.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
