There are forums for expats living in many countries. Maybe googling for one with a Netherlands forum would be a good idea and try posting there. However this is quite specialist and you could end up having to use a solicitor in NL to sort it out for you.1

The issues started the morning she found out my brother would likely not last the day that he passed away, she transferred €20,000 from his account but that wasn't all. She is a very unscrupulous person.
The ex-wife still had access to his bank account? Or a joint account had remained open?

My brother was taken into hospital unconscious. When I visited him he was not lucid and he was hallucinating. After he'd passed away I checked his hospital bag she'd taken in, there was a card reader in there. When I checked with the bank her name was not on the account.0

You really need to get a Dutch solicitor. Do you know if your brother had contact with any, eg to make his will? That might be a good starting point. Even if someone here does have knowledge of the Dutch system, this is too complicated and has too many variables for an internet forum to provide much useful advice.0
