They can claim UC as a joint claim, they will get a standard couples element and a rent element. Your mum or both of them can start handing in sick notes and wait to be assessed for capability for work. Your mum may be likely to be awarded the LCWRA element after assessment  and  your dad can claim the carers element as long as caring for your mum for 35 hours a week. Your dad can choose to claim either new style ESA or carers allowance but as previously mentioned they are both deducted pound for pound from Uc anyway so they won't be any better off by claiming, although I believe claiming carers allowance gives a better class of NI contributions. Your mums PIP continues to be paid separately and your dad can see if he is eligible to claim PIP but if he is also a carer I guess he just needs to be careful that the caring he does does not contradict the reasons he is claiming PIP for himself. They can also look at claiming council tax support.

Well, I forgot to mention it's a council house so obviously they're aware we live here and so on. Does that make a difference?
When the help with rent is calculated the amount of help the year get will be reduced if they have a spare bedroom.Your parents will be expected to share a bedroom. You and your brother are allowed a bedroom each. When you move out if the house has three bedrooms there will be a spare bedroom and your parents will be expected to pay 14% of the rent themselves.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.
