Do I have to pay this fine?

 I have received this parking fine today but wondered if it has to be paid as it’s not been issued by the council. I parked in a closed car wash place which had private flats on the same land. The car wash was on lockdown and I needed to use the cash point Outside a small supermarket 50 yards away. I would normally park in the street but there were no clear spaces and as people were observing the social distancing rule, they were queuing out on the pavement at the front of the shops so I didnt want to try parking between two other  cars in case I accidentally got too near to the people queueing. I was only there a couple of minutes and only parked there as the car wash was closed. I guess now I know why the space was available 😢 I’m sure I’ve seen posts on this site before advising if the fine is genuine. Thanks for your help 👍👍👍

    The identity fo the driver must not be identified
    What did they telll you, THE KEEPER, was the reason for the charge? Was any given under the redactions?

    It is not a fine, it is an invoice from an ex-clamper to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it.  Have you read the newbies thread at the top of the index page?.  


    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

     You need to read the NEWBIE thread and appeal as keeper then to POPLA. The sticky thread is there in CAPITALS at the top of this board, to stop posts asking the basics like 'do I pay this?' or 'are private PCNs enforcable?'

    Why does the date top right say 2018?  What does that bit actually say, or is that not the date?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
