I could be wrong, but I believe that the Govt, agencies and UCs have agreed that employees ARE eligable for the scheme, even if they don't have a current assignment. The reason for a lack of furloughing appear to be based entirely on finance.Everything posted above is my personal opinion. It may be right, it may be wrong, but it is mine.
