I could be wrong, but I believe that the Govt, agencies and UCs have agreed that employees ARE eligable for the scheme, even if they don't have a current assignment. The reason for a lack of furloughing appear to be based entirely on finance.

The concept that employers might have some legal obligation to help their employees is an interesting one.

Just to add, an agency called ‘core Atlantic’ have also furloughed their staff, (if only I had signed up with them to begin with!!)
