If it's on the ground floor and manhole outside the toilet is full no amount of unblocking the toilet will ever work .
If manhole full and shared drain then water company will fix it.1 -
Boil kettle of water. put doown toilet, flush, repeat.Or put on rubber gloves (or not) and poke around.Anything further down, then dissasemble the pipework to fix and stop doing whatever you are doing.0

Had a bad blockage in downstairs loo. Bought the Luigi plunger from Amazon. Cleared it in 10 seconds. Would recommend1
