Major works split

I live on a small development of 26 flats - all privately owned (leasehold) or privately rented.
The previous managing agents made a bit off a mess of maintenance and now we have major works coming down the track.
The estate is set up with about 12 flats in a big building and 12 self contained flats around the garden (I live in one around the garden). Then there's another building with 2 flats in.
The big major works cost looks like its going to be rendering of the main building. The managing agents haven't given a steer yet but I'm trying to work out if they can split that between all the properties on the development (including our self contained flats around the garden) or can only charge the owners of the flats in the building affected. Or will this come down to exact wording of the lease?
