Parking Charges

I have been out doing essential shopping once a week for myself and 3 other households, all vulnerable and unable to get out and do their own. Today I received a parking charge in the post for a visit  made to Homebargains Stafford St Wolverhampton. Apparently the one hour thirty minute limit had been exceeded. The visit had been extended because of queuing like everyone else 2 metres apart before being able to begin shopping. Maintaining social distancing in store. Shopping for 4 households in store rather than one. Queuing at the check out. Then  packing  the shopping in to cars.
Parking Eye need to get a heart, times like this require everyone to be flexible, life is hard enough without the added stresses of £100 fine for doing a good deed in difficult times. Home bargains shame on you for allowing this company to hijack your loyal customers.
 Then I phone up HB this morning to be told I need to speak to Parking Eye because they can't!!! Usually HB will contact Parking Eye but PE aren't answering phone. Don't HB employ PE to manage the car park? Shouldn't Parking Eye be available to HB.
Any help would be appreciated. Do I pay the fine and appeal, do I appeal  and not pay fine risking higher penalty.
Ive never had a parking fine or parking charge before, and this is my local store which I visit regularly. Is there no flexibility during this unprecedented crisis?

    I would appeal in the first instance. You can also take it up with the British Parking Association, which regulates them.

    First of all you need to edit your post revealing who was driving, PPC,s read these forums and could use this info against you. Importantly its NOT a fine, its an invoice from a private parking company (PPC) and 9 times out of 10 these speculative invoices are scams. Don't ignore this they do take people to Court (where 99% of people taking advice from the parking forum regulars beat them happily) and don't appeal anything until you have visited the parking forum I mention where you will receive first class advice on how to deal with this invoice going forward. You say you have contacted Homebargains and they say there's nothing they can do, this is INCORRECT, they CAN get it cancelled, your right, they do employ Parking Lie so are jointly liable with them.You say you are a regular shopper there (can you prove this?, till receipts, bank statements etc) you should INSIST they cancel it or you take your business elsewhere, maybe an email to CEO of Homebargains to begin with or even the Landowner. You'll have to be VERY PERSISTENT with HB, I would ring 5 -10 times a day but that's just me, lol
