Travel Insurance claim declined.

Hi. I'm a first time visitor / poster on here so please forgive me if I've used the wrong title or subject matter. In summary: 
- booked flights and a car (accommodation separate) to Florida last year - due to be there 6-19 April 2020.
- on or around 16 March, Trump banned all travel into the US. FCO website reflects this. 
- We claimed on our Lloyds Gold account travel insurance as we were not permitted to travel to US.
- the claim has this week been declined on the basis that it is a 'package holiday' (flight + car). 
- However, in the policy booklet, there is a clause containing exceptions where package holidays are covered, based on advice from the FCO. 
- We feel that our holiday should fall into that bracket, but have continued to dismiss it as a package - no refund. 
- the insurance is provided by AXA.

What is not covered
13.Any costs if Your Trip was booked as part of a Package holiday except under: a. subsections 3 and 7 or; b. subsection 1 for any costs relating to Pre-paid Charges which do not form part of Your Package holiday. c. subsections 1, 2 and 4 of What is covered if You failed to reach Your overseas destination to commence the Package holiday due to an event covered under this section and because of this You were not entitled to claim compensation, assistance or reimbursement of any costs, charges and expenses incurred by You from the tour operator.

The bold subsections are as follows: 
The Travel Advice Unit of the Foreign & Commonwealth Office (FCO) or other regulatory authority in a country to/from which You are travelling advising against all travel or all but essential travel to the country or specific area You are travelling to providing the advice came into force after You opened Your account or made Your travel arrangements for this Trip (whichever is the later) and was within 28 days of Your departure date; or

I cannot understand why they will not consider a refund based on the above. 
Any ideas on this and what our options are moving forward (Ombudsman/Section 75/appeal)?
