Add CIFAS note with custom requirement

I would like to add a CIFAS note to my credit report. However, I want it to be a custom note that I write myself. I want it to say, "All requests for credit must be accompanied by a fingerprint."
It's been a difficult decision because I know it could mess up my mortgage application next year, but I think I have to do it.
Someone is going through hacking all my online accounts and I can't stop them. These accounts had very long and complex passwords before I lost access to them and I can't recover the accounts. From some of their actions they seem like a determined professional and I'm petrified. I feel this is the least I can do.
How EXACTLY do I add that custom CIFAs note to my files?

    You can use the CIFAS protective registration service, which forces credit providers to apply extra checks when validating applications, although I don't believe that extends as far as you dictating what those checks are with your own customised wording.

    You can also use a Notice of Correction on each of your three credit files, an entirely different process involving text that you can compose, but as I understand it, it's primarily explanatory rather than interventional....

    Is the fraudster opening accounts in your name as well as accessing existing ones?

    If you are losing access to all your accounts, your computer(s) are compromised and you should seek professional advice if you are not sure how to fix it. 
    BTW, a "determined professional" won't be interested in you at all. You are aware and there is nothing they can really gain from you, assuming all your financial institutions are aware.
