Toolstation Refusing Refund until lockdown over

Placed an order with Toolstation for delivery. Delivery never turned up - didn't get any notification to say it wouldn't arrive.
Sat on phone for 40 minutes to be told order had been cancelled. Over £700 of plumbing items, radiators etc. They then sent me on a 2 hour journey to get some of the order. I am still owed £500 of goods. Rang them again today, another 40 minutes. Can't get me the goods and I cannot have a refund until their stores up and running - according to them they are following government guidelines. The items I want are still available on their website and they say nothing they can do. They shouldn't take peoples money if they cannot fulfil the order and should refund if they cannot fulfil the order. Don't have the money to go and place an order with Screwfix until I get a refund.
Is this really government guidelines?

They do if it’s an essential journey. Which it clearly Is If for instance my house is flooding and the only way to stop it is to get a part that I have to go that far for.In response to the OP Before the #stayhome brigade got involved, the government guidelines state hardware shops could remain open. How fast was the delivery originally promised?0
