Access to public alley by side gate

Hi hope you can help my daughter has just bought an ex council house and is currently doing her back garden. The side of her garden has a public cut through/ alley for pedestrians only . Her side fence runs alongside the alley. The question is is she allowed to put in a side gate in her fence panel on her property which will open into her garden. Or does she have to ask the council permission as they own the path. Like I say it is a public path anyone can use. The fence/ gate is on her property and will open onto her property therefore not causing a hazard or an obstruction to people using the footpath. Your comments and advice on this would be much appreciated. Thank you

No, she does not need permission to do this, assuming it genuinely is a public footpath.1

I wouldn't put the access in the fence panel. I don't know, but likewise I can't see why she cannot do that. Who uses the alleyway, it will make it easier for others to get access to your daughter's garden.

Hi thank you for your reply yes it genuinely is a public footpath it is a cut through onto the estate behind. It is owned by the council as we found out when the privit hedge at the side of her house needed cutting back she thought it was the councils as it ran down the alley but they informed her it was on her land therefore her responsibility. Hi sorry it was me who worded that badly I didnt mean in the fence panel I meant. As part of her fence so a tall gate between two posts very well made one. The reason she wanted to do this is she has no access down the side of her house into the garden. And find it difficult moving things in and out. The alley is used by everyone especially school children. The fence panels are fixed so can not be just lifted out.she is very security conscious and has thought this through carefully. Her fence so she can remove it, replace it, or put a gate in it - unless there is a restrictive covenant in her Title deeds.
