There are many 1 or 2 person companies that have a fixed salary and to save costs and time choose to file their payroll once a year in March under the HMRC annual scheme. It now appears that claims for Furlough wages are rejected as there was no payroll filed in February 20 ?? In addition to this major flaw, if this same person claimed universal credits they are being rejected as the link to HMRC payroll submissions indicates a monthly salary of say £12,000 in March as the whole years salary (£1000 per month) is filed in March under the registered HMRC annual scheme !!! Not only are these people unable to claim for dividends but they now cannot claim Furlough wages (even if on a low wage) and also now cannot claim Universal Credits ?
