Struggling to transfer a balance

New to all of this so bear with me!
My partner has an 8K debt on a Halifax Credit card, all he's paying is the interest each month and the balance remains static.
To me this is a no brainer and he is trying to find another card to transfer it to. He tried the MSE eligibilty calculator and the Halifax offered him a card but on applying he was refused. 
He has only been living here with me just under a year, prior to this he was at his previous address over 30 years where his name is still on the mortgage there, until he is divorced there is no chance his name can be removed which isn't going to be anytime soon. I might add he has a really excellent credit rating so we can only assume that this is reason they are refusing him?
Thoughts please?

    Has he checked all three of his credit files to understand how he'll be perceived by prospective lenders, who will look at the actual data there rather than ratings/scores/numbers?  Is he on the electoral roll at his current address?

    Having said that, if he's only making minimum repayments, that would suggest affordability issues - bear in mind that even though the intention would be to transfer the balance, credit underwriters will treat it as doubling his available credit....

    Well lucky that Halifax refused him.
    As you can not balance transfer between the same bank groups. So Halifax to Halifax is not going to happen.
    Only option would be a cash transfer.

    He has probably been refused because he already has a credit card with them.
    It would be best to try another credit card provider that is not in the same group as his current lender so exclude Halifax, Lloyds, MBNA, Bank of Scotland.

    It would be best to try another credit card provider that is not in the same group as his current lender so exclude Halifax, Lloyds, MBNA, Bank of Scotland.
    Actually, Lloyds group allows transfers between its own brands, but not between two cards of the same brand. I've transferred between Halifax and Lloyds branded cards several times, but always worth checking before applying in case they have changed their policy.
