terrace decking - structural engineer

We want to add decking to our 20 sq meter terrace. We have the first floor flat in a Victorian house and the terrace is on top of a bedroom of the ground floor flat. We have been asked to have a confirmation of the loading from a structural engineer but the structural engineer said he would need to drill a hole either through the floor of terrace or the ceiling of the bedroom downstairs. The latter is impossible because my neighbour is pregnant and with COVID she will not want anyone to get in also after the end of the lockdown. The first is possible but will be very disruptive and I would really prefer to avoid it. Do you have any views/suggestions? Thanks

I don't think drilling a hole in the roof is a good idea unless you're planning to replace it for her?Could he calculate for new joists over the existing that are suitable to span it? The. The existing ones don't matter.The MSE way is to wait, of course.Everything that is supposed to be in heaven is already here on earth.
