Neighbour problem - what can I do ?

Discovered on Friday my neighbour, whilst painting the fence, has got paint all over our conservatory.  I cant get to it to clean it off myself as its on our boundary & no room between it and the fence to get down (another issue as they removed MY fence on my boundary & replaced it moving it nearer onto our property ! 
I put a polite note thru the door highlighting the problem & requested it gets cleaned off, only to get a note back saying would you like me to clean it off !!  
I noticed yesterday that it looks like she has attempted to clean it off with a dry dirty rag, as there is just smear marks  now on the glass panels & it hasnt all come off.
The reason for this post is I know that this wont be resolved easily with this family, had problems for years with damage to property etc & they think that they can do what they like.  Hubby has just finished chemo for bowel cancer & im not taking this crap from them anymore !  Where / how far can i go with this, I will reply to her letter today requesting again that its all cleaned off & acknowledge that she has attempted to get some off but just made a bigger mess, I was thinking perhaps they could claim on there house insurance to get it sorted ?  Any help / advice would be very much appreciated.  Thank you

    The best advice I can give is don't write letters - knock on their door.  Letters are normally viewed as weak or passive-aggressive; they're also a hell of a lot slower than a conversation.

    The paint will likely come off with relative ease.
  • We dont have a good relationship with them so figured a letter was better as they are not approachable at all :( I guess it will come off but how do I make sure they do it properly ?

    Buy some turps and a few cloths, hand them to her and then supervise as she cleans it  :)

    if it's fence paint, likely water based, a light rubbing (so as not to scratch the upvc) with a scourer sponge(not a metal one) and plenty of water should get rid. I got some on my neighbours conservatory once and it came off easily
