Is my son self employed?

Hi, my son has been working for a landscape gardening firm for 18 months. They asked him to submit invoices for his work weekly and the firm told him that they paid his tax so this was deducted on his invoice accordingly. Is he entitled to anything under furlough? Should he have been submitting an invoice to tax office, he hasn't done this as his tax was deducted. Thanks.

Is he working under the Construction Industry Scheme (CIS)?
He wouldn't submit an invoice to the tax office (unless he landscaped their gardens) but would need to file a tax return if he is running his own business.
