Can smell cannabis constantly from next door neighbour's

I'm looking for some advice. My in laws are in their 70's with my father and law suffering with lung problems, over the last few years they have haf to put up with being able to smell cannabis coming through the walls from next door, they have spoken to them numerous times with all the promises it will never happen again and they are so sorry bla bla bla! With this current situation making it impossible for them to leave the house, they have been trying to get some fresh air by spending time in their garden but now their disrespectful neighbours are now smoking it out their back garden (they live in terraced houses) not only is the smell overwhelming but it's so strong its difficult for them breath so most days have had to end up sat sitting in their house to get away from it and even then the house is stinking of it no matter what they try and do to cover it, they have asked them nicely over and over again and now they are accusing my in laws of bullying them and to leave them alone they are in their own house so to mind their own business basically! It has been reported to 101 but the pcos who came out couldn't smell anything so basically accused them of making it up. This is causing severe stress which is then leading to my father in laws health problems worsening, obviously in this unprecedented time you would expect any decent human being to look out for their elderly neighbours (even if you lived next door to the devil!) If they are vulnerable/elderly you do the right thing and look our for them not cause them more stress! What else can we do?? They have tried to follow the right way of doing things and it's not getting them anywhere. I'm so angry right now, how van anyone be so horrible??? Even if they think it's not as bad as my in laws are making out you would still say "oh sorry, it wont happen again" and try to do it somewhere else stc not accuse them of things and call them names, any advice would be much appreciated thanks

I'm dealing with this too from my not long moved in new neighbours.

I also so fortunate enough that as they are tenants their landlord got to have a word as soon as it was reported to the property management company. If homeowner and none of this applies then best bet trying the local council.
I hope they won't be here long. Strange behaviour and littering areas means they are not ideal.

I know someone in a neighbouring block of flats to ours had this problem.
Fortunately they were able to report it to the management company who I believe fined the landlord (or warned them fines would be issued if it didn't stop). Thankfully the offender when told did the polite thing and went off to 'smoke' in the trees on the site the blocks of flats were built on.

Have you found out who they rent the house from? Sometimes in a situation such as this it's better to contact the council as they should have a team that specialise in nuisance cases. You mention that your parents have taken it upon themselves to talk to these people but the assumption made is they don't sound like they aggressive orr abusive but trying to play the bullying card. Why didn't you or don't you next time they are in the garden lean over the fence and record them and say the footage is being sent to the council and landlord. Make their life hard work. Councils do appreciate recordings towards making a case and they also have an app for noise issues which worked for me when we had problem neighbours. The issue was very quickly addressed and they moved out within 2 weeks of being contacted by the council.
Alternatively find out the landlords details and inform them you have this issue and have been advised by the council to record details as evidence. That might get the landlord into some action.1
