Notice Pay and UTR number

My husband has recently been made redundant without any notice period, so he's going to be claiming for 12 weeks pay in lieu of notice as well as his redundancy. His employers have gone into liquidation, so he's claiming from the Government fund.
His plan now is to go self employed, but we've been told he can't start any paid work until that 12 week notice period is up? So first question is, is thst correct?
Secondly, he needs to apply for a UTR number as part of going self employed. Will applying for this have any detrimental affect on his pay in lieu of notice, as it appears to ask for a start date of the business?
