Advice around getting Management pack/LPE1 form

Hi all, I'm hoping someone can give me some advice. I feel absolutely exhausted with trying to sort out the management pack for my property. I'll try keep it short.
- I own my flat and hold a 30% share of the freehold (there are 4 flats in total who hold 25%, 25% and 20% and me = 30%) . I accepted an offer on my flat in nov 2019 but the sale fell through. I accepted another offer in Feb 2020.
- The original freeholder (call him Mr Smith) who sold off all his flats and shares was the director of the management company and he arranged all the service charges and works to be done etc. He sold his last flat in Jan 2020 and has now resigned as a director. The 3 other owners of the flats are now directors (I didn't become a director as I am selling) This all changed in Feb 2020
- Mr Smith advised me during my first sale that he didn't feel comfortable filling in the LPE1 form but he would ask his solicitors to do this and I would pay a fee. My sale fell through so this didn't go ahead. When I got another buyer I contacted Mr Smith who said he had spoken to his solicitors and they would still fill this in for me providing I paid the fee
- Roll on to now, my solicitors are telling me that the fee keeps getting returned to them and I still have no completed LPE1 form. My buyers are wanting to move asap (including during the lockdown) . I have asked my conveyancer if I can complete the LPE1 form since I am a freeholder but they didn't give me an answer. Can I do this?
- I don't have all the information for the form but have the majority of it and the majority of the paperwork needed for it.
- Who arranges the lease? I would have thought this would be why I'm paying a leasehold fee to my conveyancer?
- I'm a bit annoyed at my conveyancer because I informed them in Nov 2019 and Mar 2020 that the directorship and management company had changed but they don't seem to have done anything with this information, and haven't been helpful in sorting this out. They only realised the land registry record has changed last week, and it was changed in Feb 2020. I'm worried that my buyers will pull out as this is has now been outstanding for 2 months. (I realise that also services have been compromised with coronavirus crisis)
- What can I do now to move forwards and get completed?

What reason have the Smith Solicitors given for returning the fee? Presumably that he is no longer a Director or member of the management company so he does not have the authority to complete the LPE1.
I would think you also do not have the authority to complete it since you are also not a Director.
That leaves the other three Directors who presumably DO have authority. Perhaps you could fill in the form and associated paperwork and get one of them to check and sign it on behalf of the management company.

I have spoken to one of the directors and we have completed the form and he has signed it. I hope this is accepted. We did have a few questions. I don't know if anyone will know. The original lease I have is between myself, The management company and Mr Smith as the landlord. As he has left does this need changing? Will my solicitor do that?

The lease does not get changed when someone purchases.
