Not entitled to SBRR grant because my rates are in with my rent

That is not the point. If the property had had separate entries on the rating list for each unit at 11 March 2020, then you could have asked the local authority to pay the grant to you as occupier, rather than the landlord, assuming the rateable value for your unit was below £15,001. They wouldn't have to do this, but they could. The page you posted is how they computed the rateable value for one hereditament, the whole ground floor, coming to a total figure of £62,973.
