I work in a school in Cairo, and my salary has been paid into CIB Egypt. As I am now in the UK I want to transfer my salary into my HSBC account. The transfer has not arrived in my account after 3 weeks. There is no CIB branch in this country, and the helpline is constantly unavailable.

Then you are stuck.
Did you ask if they were willing to transfer funds abroad for you?
What details did you provide the Egyptian bank or employer? Did you give your IBAN number for the HSBC account?
Perhaps you have a debit card on your CIB account which will let you withdraw funds from a Cashpoint?

Your bank appears to issue Mastercard debit cards and charges 3% for non-Egyptian ATM withdrawals. 

You probably want to check if they've sent the SWIFT international transfer to HSBC UK yet via internet banking though.
