Germany, Italy and Spain have joined a call by 12 European Union governments for the EU's executive body to suspend rules forcing crisis-hit airlines to offer full cash refunds for cancelled flights, France said in a statement on Saturday.
The dozen EU governments, including Paris, urged the European Commission on Wednesday to suspend rules forcing the cash-drained airlines to offer refunds instead of vouchers for future travel because of the COVID-19 pandemic.
"I'm glad a very large majority of member states are supporting my request to authorise airlines and maritime groups to temporarily use vouchers when trips are cancelled, so as to relieve their cash reserves while protecting passengers' rights to a refund," French transport minister Jean-Baptiste Djebbari said in a statement.

What normally happens with a credit card it they make a Chargeback, then the other party can challenge that ( I read travel agents are being told to do that) they have 45 days to challenge. If they do challenge normally the next route is a Section 75 and the credit card company decides if they pay out.
If the credit card company either refuses on only wants to pay out some of the money, you can take the case to the Ombudsman, who will decide.
The S75 route isn't available on debit cards.

We were due to get married and honeymoon at the beginning of May. We chose May as we had the offer of free accommodation and attendance at a one off local event in the USA which now will not be repeated.
Expedia came back to us regards the flights - our most expensive outlay (the wedding was super low key). They wish us to take vouchers with 12 mo on them. We have absolutely no way we can use these. But they are adamant that that's all they are obliged to offer us. I have opened an enquiry with our credit card, as our travel insurer said as a voucher has been offered they are not going to help us. I am expecting the credit card to say the same.
We could only afford to go in the first place as we had been gifted the accommodation, transport, meals out and entrance to the event as a wedding present - that offer can not be re-gifted as once travel is lifted the family members are being relocated and the flights to their new location will be a heck of a lot more. Never mind them not wanting guests when they have just moved to a new city/house/job.
We legitimately can not afford to fly anywhere and not within the next year. even if we took a city break we would have to pay for the accom, transport, uk side parking and such, an outgoing we didn't have on the original.
To my question - how do i present this clearly to my credit card company that i am not getting what i paid for and not as expected - i have never charged back anything in my life and i would like to make sure i am putting my best foot forward as i just don't know what we will do if the bank says no.

First direct have accepted my request for teh section 75 and i am sending stuff in today. I may just hold off a few days of Expedia is now changing their stance.0

Yes for flights. Haven't got the money yet but I have also put in a claim via Chargeback with my credit card. It might be worth giving expedia a ring or email them. This is the email address I used travel@support.expedia.co.uk you will get an email saying that the email account is unmonitored but that is not true. Every email I have sent to this account has been responded to within a couple of days. Every email they have sent me I have reiterated that I want a refund and not vouchers. That's where i have been emailing - I will drop them another line just to reiterate that i am looking for a refund and hopefully they will have a change of heart.
