Housing association pushing for exchange..

Firstly I’m sorry if I do not make any sense.. I don’t really understand this so that will be why!
So I’m currently selling my house after a breakup and I am buying a shared ownership flat. It’s all in place and agreed that once lockdown is lifted we can exchange and complete. Both me and the buyer were fine with this, my housing association were also aware.

Today my housing association have contacted me and stated that the government are wanting to use their empty flats to house homeless people so they have sent my solicitor a “COVID 19 Rider” (don’t ask me what it says because I don’t understand it, I can post it if needs be) it basically is a more flexible form of exchange do to with the restrictions. My solicitor has asked her head of department about this as their solicitor has contacted them and my solicitor believes the answer will be no as they want to exchange and complete on the same day.
My housing association contact has stated that they are not going to accept a no since they have already waited 8 weeks and other people are able to move in.. it’s only because I’m in a chain so mine is more complex.
All of this is basically out of my control and I have no idea what I’m going to do.. I could basically loose the flat and they will home someone homeless there instead.. any advice is appreciated

    If your buyer wants to exchange and complete on the same day then there's not much you can do other than hope the HA doesn't insist on doing things their way.
