Subject Access Request


Sent a SAR to a parking company, they've replied asking for;
- Parking charge reference and vehicle registration number
- Whether you were the driver of the vehicle on the date in question
- A copy of your driving license
I already gave them the PCN reference and the VRN in my initial request. Obviously number 2 is just a try-on and in no-way relevant. Do I need to supply them a copy of my driving license? The sticky said its disproportionate but offered no advice on what to do if they do request it.

No, unrelated. This is a different claim where I was not the driver.

Background - Was sent a "demand for payment" on 28th January for an alleged offense on 28/11/19. This was apparently the third letter they had sent although I had not received any previous letters. I don't believe the Notice to Keeper was sent in time for them to transfer liability to the Keeper, hence I have sent a SAR to confirm this.1

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

There's no requirement listed on the ICO website for you to send a copy of your driving licence - it contains your photo, your d.o.b. and your signature, all sensitive (and dangerous in the wrong hands) personal data that no parking company needs to have access to.Two copies of utility bills should be sufficient. No showing any scam parking firm your driving licence. Certainly report them to the ICO online.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

After informing them of the breach, they finally sent me the data I requested.
Here is a copy of the original Notice to Keeper with identifying information redacted:
I have been looking through to see if anything in the letter falls foul of POFA. Things that stand out to me;
- It doesn't mention anything about a discount for payment within 14 days.
- They have not specified the maximum additional costs they may seek to recover
- They have included several photographs of the car parked on hashes (including one with a barely visible ticket on the windscreen), but no photographs of any signage.
Is this likely to be sufficient to argue no keeper liability? Or is there anything else missing?
