Auto Europe Terms & Conditions

I have car hire booked for June and Auto Europe's T's & C's say I can cancel any time at no cost up to 48 hrs before the booking. When I tried to cancel there was this message:
As per the Terms and Conditions of your reservation, Auto Europe would like to remember that we will not charge any cancelation fees up until 48 hours prior to pick-up, however due to the higher cancellation volume caused by the Covid-19, Auto Europe will be charging a small fee of £20 to cover payment fees and processing the cancellation.
How can they arbitrarily change the contract? Also, as they are just an agent, they may make less than £20 per hire normally.

If you paid by card try a Chargeback for the missing amount then section 75 if credit card if over £100
