Vodafone have charged you 65p per min. Cotton Traders do mention your phone providers access charge but as they don't set it then they can't tell you what it will be as each provider has their own rate.

And the access charge is somewhat of a misnomer ... it's not a one-off charge to connect the call (i.e. access the other number), it's a per minute charge.

Yes, this is down to Ofcom's hairbrained changes to the way premium rate numbers are charged, they've used the correct wording, see https://www.ofcom.org.uk/phones-telecoms-and-internet/advice-for-consumers/advice/uk-calling
The declared 7p/min service charge plus the 65p/min access charge makes 72p/min.
It's basically a licence for mobile operators to rip you off with their so-called "access charge". In the Ofcom "example" in the link above, the "access charge" is 5p. But the reality is the access charge is usually over 10 times that, 65p in this case. And it's per minute, not a one-off charge as the name implies.
Complain to Vodafone about their ridiculously high access charge, and complain to Ofcom about the ridiculous charging method. Not that it'll get you anywhere...

I was under the impression that companies were not allowed to use 0844 for post sales customer contact
perhaps a complaint to Ofcom would be fruitful
    ( Sales are allowed)
