The lady who wants my property has 3 children under 5 - mine is big enough to make it a 3 bed but will the council allow our swap?

No. Its unlikely as she would be intentionally overcrowding
What does she have now? If a 3 bed then it will categorically be a no as she would be worsening her housing situation. If she also has a 2 bed then they may consider it as like for like.
Also you can't just make something a 3 bed. Dont correctly in line with regs etc the council could review the property and recategorise the property leading to a rent increase
