Transfer balance to same provider?

Can someone please clear this up as have read conflicting advice.
as a rule can you transfer from one card provider to the same? Eg MasterCard to MasterCard.
or does it depend on the supplier of the card itself eg. Tsb.
Ive always assumed you couldn’t but could only switch visa to MasterCard etc etc.

You can't transfer to the same lender.
No restrictions on Visa or MasterCard.2
