You could run a sip application (voip) on your smartphone. Then sign it up to a voip service and make calls over your wifi broadband to regular landlines. Dodgy betamax companies comparison http://www.voip-comparison.com/ localphone.com is often cheap if average quality. sipgate better quality more money. 

Some people pay skype to call landlines, and I hear of google voice which can call phones I believe.

I live in Malta and my family live in the UK. I found Skype was cheap to phone those without it in the days before MS took it over but now it's quite expensive. It is free Skype to Skype but sometimes the reception isn't brilliant. I've found video messaging with messenger on Facebook is much better and it's also free but the receiving party needs an account too.

I've got a sipgate account with a UK phone number.

Using this via the zoiper app .

As long as I can get WiFi or use data then I can make calls with decent quality . And they can call my virtual UK number if needed
