Should car insurance companies be giving a rebate due to lockdown restrictions?

I would have thought that all the time you owned a car you would need insurance regardless of whether you were using it or not. Granted, i'm sure the majority of claims are from people who have had an accident whilst driving, but there are still other reasons why you might want to claim. For example, there are a lot of people who currently have no form of income and may be desperate to earn some cash by breaking into your car. Yes i agree that the risk and cost of claims has significantly decreased and in an ideal world this would bring down cost of premiums. Unfortunately this would open a loop hole for a lot of people to abuse.0
