Santander owes me £20,000

I guess the OP is wondering why the onus is not on Santander to re obtain the funds. This would be due to the fact that it was Santander who released the money when they said they wouldn't (and they would appear to have admitted this).
However the OP has since arranged to move the money on such that the original recipient no longer has it. I don't think this has helped. In fact I feel it does shift the onus back to the OP. However this is purely a lay persons understanding of the situation.
