Outside tap help

Help..i cannot get my outside tap to work. I had new indoor taps fitted 5 years ago and he fitted a new isolator for the garden tap as well
..see picture..but i cant move the black lever..am i doing it wrong?

Ive tried left and right but its not moving. Put some wd40 on it.0
