DVLA calls to this number are barred

I tried ringing DVLA just to see what recorded message they might have on there, and if they are answering calls on Tuesday and it just says calls to this number are barred from this phone. What on earth is going on there?

this number is NOT dvla , you probably had your phone set to free minutes and no premium rate calls
the cost of calling 08431160013 is made up of two parts: an access charge going to your phone company and can cost up to 45p per minute. The second part is a service charge set by the organisation you are calling. The service charge for calls to 08431160013 is between 0p and 10p per minute. By adding together the access charge and the service charge, you'll know exactly what the call will cost

However I did Google it and the fact it doesn't bring up DVLA, means it's a dodgy number.1 -

But bear I mind the following statement on their siteIf you’re not a key worker, DVLA will not currently be able to answer your call because of coronavirus (COVID-19).
