Cement, concrete or post-fix

we've got several artificial trees about 5ft tall in small planters, currently weighted in place by decorative stones, but they keep blowing over in any wind.

can we cement or post-fix them in place? If so what would be better to use, so fix them permanently in position and add weight to the base?

    Used postcrete for the first time last year as i always mixed my own concrete, wish I’d changed years ago.  No mixing just tip in the hole and then goes off on its own, you can put a little water on the top if you wish.
