Parking ticket and not even aware had one as nothing on car!

Someone picked my letters and they came across a fine saying 60 pounds and may now have got one for 90 pounds . Apparently it dates to 14th January. We were away since 31st January. It was in a Waitrose car park and I've always put a ticket on. It shows online a photo of my car with a PCN but my daughter and I went to the car and we never ever saw a PCN on our car and my adolescent is even more observant than me. We always buy Waitrose 30pence usual ticket for the car park. It does show there is a ticket in the car. 

We are confused about several things and wonder if u can help:

1. We never got the PCN as it seemed to show in the car . Not sure what even to think about it as I'm an overly cautious person in general

2. There was a ticket in the car but before we left on 31st January we cleaned out our car so any tickets may have also gone into the bin.

3. We have been away since 31st and also on lockdown and the bill seems to gone all the way up to 90pounds .

Any help appreciated as we have no money at all as a single mum at the mo too. Thanks

    1: do not identify the driver never use terms such as I parked/did/vivited she parked my friend parkd, my son/daughter/father mother etc

    2: this is not a fine
    3: do you know why the vehicle was issued a parking charge notice?
    If you know why the vehicle received a parking charge notice it would be a great help to us  to help you in assessing on how to get a landowner complaint in and from there a landowner cancellation

    Have you moved address?  If so have you informed the DVLA?  You need to make two declarations, one for the driving Licence and one for the vehicle registration.  You should also inform the PPC.  or you could end up with a CCJ by default.  From now on you should take this seriously.  

    I suspect that you have nor read the stickies as you call this a fine, it is not.  It is an invoice from an ex-clamper to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it. in a Count Court.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.


    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    In addition to all of the above advice from the regulars, please read the sticky thread for NEWBIES that asks you to read it before starting a thread. The NEWBIES will answer most of your questions. Print or write out the acronyms and abbreviations from the fifth post of the NEWBIES to understand the forum's shorthand.

    It is not a fine.
    The "bill" has not gone up to £90. It was always £90 but the scammers offered a discount for a period of time. The discount is provided in the hope people are daft enough to pay. 

    Always complain to the landowner/store manager/CEO. If the keeper is a regular at Waitrose then supply copies of receipts or redacted card statements.
    I'm quite sure John Lewis and partners don't want their good name sullied.

    Always complain to your MP about this unregulated scam.

    Send a late appeal using the template in blue text from the NEWBIES, unaltered, from the keeper.
    If the keeper is living at a different address to the one on the V5C, whether permanently or for the duration of the lockdown, send a rectification notice to the scammers DPO instructing them to erase the keeper's data and replace it with the new address for service. Details of the DPO should be on the scammers privacy web page. If the keeper moves again, send another rectification notice. 

    What is the name of the PPC please?
    What was the date of the alleged event, and when did the NTK arrive?

    You will need to compare the NTK with the strict requirements of the PoFA 2012 Schedule 4 to see if the keeper can be held liable. Please tell us what you find. THere is a link to the PoFA in the NEWBIES. Alternatively you can use a search engine of your choice.

    Britannia then?  They sue people, so take the letters in and complain at the CS desk wtill the Manager steps in and cancels it for a regular customer, as they can (easily).

    I will read the newbies post . Please excuse me for not having seen this before (not always easy from the mobile).
    I called Waitrose and they said this is Merton Council. So do the council do these practices? Or the people they take on do this?

    Highly unlikely. Someone might be conveniently lying misleading you. Who did you speak with?  The manager, or Customer Services frump?
