Leaky ceiling - estate management

Hi, I found a puddle in my kitchen today and water dripping from the ceiling. I live in a block of flats, 3rd floor out of 4. I went upstairs and my neighbour showed me his kitchen which is directly above mine, no signs of any leaks from pipes or appliances etc.
It has now been constantly dripping since this afternoon, about 8 hours now. I poked at the paint on the wall and a line appeared, it goes about an inch in. I've emailed the estate management for the building but I know in the past they have very much put the responsibility on the flat owners to pay for repairs.
I wondered if anyone knew what this is, is it just really bad condensation? I know it was freezing recently and now really hot. I just don't understand it at all. I can get a plumber out but just feel the estate management should be looking at it, I'm waiting for them to come back to me but I can almost predict they'll tell me to pay for a plumber myself.
Any advice on what it could be? (Photo attached)

It's not condensation. Most likely it's a pipe leaking in the space between the ceiling and the floor
