Any council tax debt for the tenant remains with the tenant, the landlord is not responsible for paying anyone else's debt.
If the tenant is evicted then the tenancy has ended, the council tax liability ends at that point and they remain liable for anything up to that date.
If the tenant leaves a property before the end end of a tenancy then they may remain liable for the council tax charge until the end of the tenancy - it depends on the exact specifics of the situation.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
