Whilst interesting there is nothing new there, it's what plenty of people on this board have been saying for 2 weeks or more now.
The law is on the side of the consumers. Whilst it seems simple, there's a lot of factors at play here. 14 day refund deadline in the legislation is quite clearly out of the window - even for those companies that are doing refunds. The shear volume of refunds, and the fact the travel companies are WFH and at reduced capacity means it's not achievable. The legislation was not conceived with a worldwide travel shutdown in mind.
For those agents that are stalling on refunds, or flat out refusing them, they're hiding behind ABTA at the moment. But it's a cashflow issue. A lot of businesses may not have the cashflow in the business or available to them immediately. Be they small independent online agents, or large multinationals. That's the unfortunate truth.
It's a mess. It will likely need government to take a stance on it to resolve. But none of that is going to happen quickly.3
