Who is liable to pay refund on cancelled holiday due to the Coronavirus

Holiday booked via TUI for a river cruise with Shearings. Insurance with our Halifax Ultimate Reward Scheme.
Shearings only offering another holiday at a later date or voucher. No refund being offered.

    Shearing, but the forum is full of threads explaining and discussing why travel firms are offering credit notes rather than cash refunds.

    We have a river cruise booked with Shearings for the 9th May. Reading Sky news on line, Shearings might be going into administration. How do we stand in getting our holiday money refunded. They are only offering voucher or book another holiday on their web page. So far they have not contacted us.

    Shearings are abta and ATOL protected..

    Any voucher issued is currently protected if it's a RCN as requested by ABTA

    During  the Coronavirus if applying for universal credit and still waiting to here about Furlough amount to be awarded do HMRC disregard partners income or is it still included.

     It's included. 

    But why post on this thread about holidays? You should have started your own thread in the benefits section.

    If they've cancelled it and refusing a cash refund, then just do a chargeback or S75 claim on your card provider. Assuming you used plastic. If not, your only option is via your insurer.
