Income tax overpayment

Firstly sorry if this is in the wrong section .
I've had an overpayment showing in my online HMRC account of over 4 thousand pounds for some years now but when I click to ask for a repayment I get a message saying our records show you don't have any amounts to repay or something similar. I think it's from when an accountant I was using around 15 years ago left money on account as I had had an ok year and he warned about hmrc possibly asking for money upfront the year after if my trend in earning continued .
I had a few rubbish years after that but when I logged in and noticed the amount (screenshot added ) I got the no available overpayments to reclaim message .
Is this because the time allowed for me to reclaim the overpayment elapsed or am I missing something else .
Advice appreciated.

If you can't request a refund online you will have to phone them0

Sounds like you are clicking the make a payment option rather than the refund option (or at least the computer thinks you are).Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.1
