As Umkomaas says , the advice hasn't changed , especially not regarding debt collectors
Personally I would not open their drivel letters , not be looking at any made up figure on them
There are only 2 letters you should open and read
 1) a letter before action from the claimant PPC or their solicitors
 2) a court claim pack from the CCBC in Northampton
As mentioned above , the council cannot refuse an FOI request
Despite your futile attempts , the land registry will tell you the ownership for a small fee
Like many who come here you want an easy resolution to this saga , it has not changed that a Landowner cancellation is your best option , always will be and focus has not changed that fact nor any advice given , nothing has changed , there may be delays but nothing has changed at all
You need to be like a Poirot , not a Clouseau , on this , like a dog with a bone , look for solutions , not obstacles !!1

You have spent over four months looking for the land owner.
I have spent the last half hour.
You told us the address: Earlsdon Park MSCP, Coventry, CV1 3BH
Looking at business rates on Coventry City Council's website one can find a downloadable spreadsheet.
Searching that spreadsheet for the postcode CV1 3BH and we find that the ratepayer is Earlsdon Park Limited.
A google search shows they are a company based in the Isle of Man - at FIRST NAMES HOUSE, VICTORIA ROAD, DOUGLAS IM2 4DF.
