Barclaycard letter "We have previously set your credit limit higher than we should have" ???

My partner received a text yesterday saying they would receive a letter about her credit limit.
It arrived and it was an apology "We have previously set your credit limit higher than we should have" and suggesting she may have paid too much interest because of this and if she had experienced financial hardship, as a result, to get in touch.
Any idea why they are doing this, if it is worth pursuing, and if so what should she be asking them to do?
I did see an article on Debt Camel saying Barclays had to pay people money back for being an irresponsible lender in 2018. Would be great to see some of the balance wiped off her neverending credit card...
