If your business provides products or services to travel agents or tour operators, you can become an ABTA Partner. However, suppliers of travel services who would be able to apply for Membership, cannot apply to be a Partner.Although Partners are not bound by ABTA’s membership rules or Code of Conduct, Partners do need to adhere to the terms and conditions of the scheme and are expected to comply with the law and act in good faith towards Members and consumers."

Simple answer is 'no'. they become partners by paying a lot of money to ABTA, some are great, some I wouldn't touch with a bargepole as a general rule they do not sell to the public. It is like a Good Housekeeping recommendation, you pay money and they give you a label0
